I dont think so. If Balios would be on GC hes value will go down couse he can be sold. I think that new balios come from the christmas packs sinse last year we got new balios from christmas packs.
As much as I hope he is in the GC I agree - I think he will be part of the new packs.
The Christmas packs say nothing about him.
i think balios' come under Mythological divines don't they?
So if he IS in the new packs, if one chose Balios would he be the one you got?
Who is Drought?
If it works like last year - you get to choose which color Balios/Sleipnir you get
And Drought is one of the coats Balios can have (it was the newest Balios color added last year - and the pack was the only way to get it:
