It is a little of both - they have a HUGE list of all breeds to choose from.
Sometimes - they do a random one.
However, some of the more recent ones (KWPN and Lippizans) were some of the more commonly suggested breeds [despite new breed suggestions being in the What Not To Post (which were ideas that were unfeasible to be added at the time, super common suggestions, and/or utter impossibilities)
From what I've gathered - it actually takes a few months for a new breed to come to fruition. As first they need to choose what breed, design the coat shape for it (if it's getting its own or if it will share), choose what colors it can be, and assign then skills.
Then comes the actual coding, drawing, etc.
And then the decision on how to release it (Lottery prize, other promotion prize, gift for buying passes, etc) - 2015-01-18As for Drafts - I've a strange feeling they will probably be one of the last things added (especially if they are going to be an actual breed we can care for) due to the process of adding a breed to the game.
Either way though - I'll be thankful just to have Belgians (my favorite - second place is Clydesdales, third place Percherons) - but I seriously hope they do not do the docked tails for how they look (a tied tail like the one in Pintar Dominación example on the last page is fine though). - 2015-01-18And I nearly forgot the reason I actually stopped in.
In regards to the discussion on page 840 about Dew and if it will be possible for EACH Dew that one owns to produce a Brook if they own all the Water Divines (So 2 Dew with all Water Divines owned = 2 Brooks)
