    You must have all the water divines then breed Dew with Cloud a second time (after you give birth to Wave).

    As stated in his information tab:

    Brook is the son of Dew and Cloud.

    *He can only be born if the player already own all his family members.*


    So you must own (and be the original producer of) all the other Water Divines (Wave included) to be able to get a Brook

    I'm sure Howrse is doing their best to get prepod up and running. And I'm also sure they would appreciate a little patience as they sort things out.
