It's to help guard against players learning something they might not want to know yet. For example, some players came here wanting to know only about EC changes - not about any new promotions, Divines, etc. By using the spoiler banner (most of which also gave a basic note about what was under the banner) - helps prevent players from seeing something they didn't want to know yet. Of course, it doesn't always work - but it is a courtesy.
For example - It is common knowledge that Draft Horses are being added to the game (all known information is in the Time Line, was mentioned in the Blog, etc). As such, when asking/talking about them - a Spoiler is not needed. *Common knowledge*
However, if someone had a screen shot of what they looked like, knew their skills, etc. That would require a spoiler banner.
Here's an example of what I mean:

Two draft horse breeds are added to the game!
Draft horse breeds work in the same manner as donkeys, meaning they can breed three times in their lifetime.
They behave the same as other horses (BLUP, competitions, training...).
Mission earnings are twice the earnings of a regular horse: they earn twice as many skill points, twice as many Equus and bring twice as many resources or Equus to the equestrian center.
Players can submit creations for draught horses in the creative space.

Potential Draft Breed
Click to displayI found this image while hunting around the Internet (they are shots from Equideow - the French Howrse). Since some were confused by the original image, I highlighted the Breed in question, and translated some of the other breed names (as there was some confusion about a handful of them). Also, keep in mind this shot is from the Oldest Howrse Server, and also has breeds that we do not have here (of course, that might change in time but who knows)
This was chalked up to being a bug with the system (remember how the Balios trophy said X/6 before Drought Balios was released? - same thing) so it's possible that it MIGHT be true and Shires are one of the breeds. Likewise, things might have changed, so for now, still take Shires as a breed with a grain of salt

I've not heard any dates or a time frame of this - all I can say is probably sometime within the month (I'd say within the next week or two actually)
