That's what it looks like to me (as I recall a similar banner used at one point for the 5th Element)...but I've not heard anything on this.
I found it on the US server with no source verification or explanation so I have no idea just what it is attached to.

*How do I excavate?
• Choose the area you want to excavate
• Discover what is hidden there
• Be patient between excavations
• Exchange your tools and the relics you’ve found for more powerful tools

Basically - you'll have a screen showing various patches of dirt. You dig in these patches to find Items (regular & black market items), Relics (which you trade for better tools over time), or Bones (which are needed to complete the skeleton to win the Divine horse - Devoted Indigo). There is also a chance you'll find a Trap - which will delay you from digging for 6 hours unless you complete an objective.

There will also be 'UFOs' offering Bones, Relics, and Prizes that you can find around Howrse. However, unlike regular UFOs which move around - these will be static images that do not move, so you need to pay close attention:

These two images are from the Cursed Sands (the 2013 variant of this promotion) but the 'UFOs' used for the Underwater Excavations look very similar. As I lack screen shots of the proper ones, I'm showing these to help people get an idea of what to look for:
Prize UFO *Clicking on this will reward you one of the possible prizes (note that it will be a brown chest with a blue background as opposed to the gold one of this image)
Bone UFO *Clicking on this will give you 1 bone for your skeleton (note that it will be a white bone with no adornment on a blue background as opposed to the gold and brown in this image)

You need to trade your tools and Relics for better tools - what tool you have determines how many times you can dig in a day:
Snorkel and Mask (10 digs)
Oxygen Tank (15 digs)
Propeller (25 digs)
Robot (30 digs)
After you have the Robot tool - you'll also have the option to trade 12 Relics for 1 mine (which gives you 1 additional dig per mine)
Additional help will be given in the form of Mine Packs. 1 Pass gets you 3 mines - which give you 3 additional digs. There will also be an event offering double mines (so 6 mines for 1 pass)
