    Paying for "services" is against the rules of the game, as is charging for them -- it's considered trafficking and can get both parties in trouble.

    True, just asking if anyone would be willing to make a custom profile (no charge) is fine though as far as I'm aware.

    It's ok, a mod will lock it at some point if you can't. You won't get in trouble or anything if this is your first time asking.

    Yes locking up as stated above paying for services is against the rules of the game.

    There are plenty of players who do them for free or there are websites that have many readymade free ones to use.
